탈공산주의 중동부유럽의 체제전환과 성공 요인 분석 = Transformation in post-communist central and eastern Europe and analysis of success factors

국문 초록 (Abstract)

중동부유럽의 체제전환은 공산정권이 약속했던 이상적인 사회주의 건설에 실패했고 이를 비판하는 목소리가 터져 나온 것을 계기로 시작되었다. 따라서 전환은 공산정권의 실패에 기인했고 새로운 정권은 이전 정권과는 완전히 다른 정치, 경제체제로의 이행을 시작했다. 이러한 배경에서 본문에서는 중동부유럽 체제전환을 크게 민주화와 시장경제화로 구분하고 국가별 민주화와 시장경제화의 과정과 그 성과를 분석한다. 여기에서는 탈공산주의 중동부유럽을 선도그룹, 후발그룹, 발칸그룹, EaP그룹, 러시아, 중앙아시아그룹으로 구분해 전환의 성과를 비교하고 그 성공 요인을 분석한다. 특히 본문에서는 전환의 성공을 EU의 역할, 민주화와 신자유주의, 제도적 측면에서 정부의 효율성과 법치구현으로 파악하고 그룹별 차이를 비교해 전환과 이행의 함의를 이끌어낸다.

다국어 초록 (Multilingual Abstract)

Since the regime change in Central and Eastern Europe was caused by the economic, political, and social failure of the communist regime, the new democratic regime began to implement a completely different political and economic system from the previous regime. In this article, I divide the transition of Central and Eastern Europe into democratization and market economy, and analyze the process and results of them. And I categorize post-communist Central and Eastern Europe into leading group, latecomer group, Balkan group, EaP group, Russia, and Central Asian group according to the level of transition to democracy and market economy. Then I compare the transition performance and analyze the success factors. In particular, I present the success factors of the transition are identified as the role of the EU, democracy and neoliberalism, and the efficiency of the government and the implementation of the rule of law. Finally I draw implications of transition by comparing the differences between groups.
