林地 轉用에 關한 調査硏究 = Problem on the forestland conversion for the another object with real condition

국문 초록 (Abstract)

국토의 효율적인 이용은 국가가 추구하는 궁극의 목표이다. 우리나라는 65%가 산지로 되어 있어 산지의 효율적인 관리는 무한의 산림자원 증식은 물론 환경개선에 중요한 요소이다. 그러나 산림의 현존 가치가 적다하여 타용도의 임지전용이 원칙 없이 이루어지고 있어 산림관리에 있어서 문제는 물론 국민 생활 환경을 악화시키는 요인이 되고 있다. 그래서 1979년부터 1944년 까지의 임지전용실태를 분석 하였으며 1994년에 근교 및 오지에 있어서 산림전용현상을 조사하여 문제점을 분석한 결과 다음과 같다.
1. 산림청에서는 보전임지, 생산임지 구분을 위한 정확한 입지조사, 경제조사를 실시하여 분류하고 확고한 산림관리체계를 확립해야 한다.
2. 모든 산림의 운영관리에 있어서 산림법이 우선권을 갖도록 법적인 뒷바침이 필요하다.
3. 과거 임지 전용은 대부분 농업목적이었으나 1980년 후반 부터는 주택, 공공시설, 공장, 국민 휴양시설로 바뀌어 지고 있다.
4. 임지 전용에 있어서 외국의 경우와 같이 환경보전을 우선하는 광산으로부터 30m주위산림, 공장부지의 25%, 거주단지의 20%, 휴양시설단지의 60% 산림은 보전시켜서 쾌락한 산림이 유지되도록 한다.

다국어 초록 (Multilingual Abstract)

This study carried out for the resolving of the problem on the forestland conversion. First of all investigated the diversity act of forestland conversion and next surveyed the difference real condition for this at the urban forest at Kyunggi, Chunbuk, and Chungbuk province area by admission data at the remote forest.
In the case of act system, the forestland conversion activity is not an activity position, always it was surpressed under another law for example city planning act or national land utilyzing act.
New society is demanding more convenient life and environmental good condition. The forest has big charge of amenity environment. Also the forestland is useful good land for another industrial land specialy in the developing urban area. Forest office should be supply hormony with two objects. For this aim. Forest office have to classified clearly the constant land into forest and changeable forestland for another object after detail suevey physical and economical condition.
Total area conversion forestland is average 7,000 hectares per year 1797-1994. In old day forestland conversion had been farmland for the food. But now it was big changed into mining, a pasture, a factory, new roadland. Speciall urban area increased apartment, land a restaurant, Hotel land, leisure facility land like a golf cource, ski cource, On the system of new forest policy must be charged active position about conversion forestland.
Therefore even thought changed forest continue the protect sanitary forest like developed county system could not cut the tree in side 30m from mining area, 25% of facory area, 20% of residence area, 60% of leisure area.
