아시아 금융감독 거버넌스의 구조와 함의 = Understanding the Architecture of Financial Surveillance Governance in Asia

국문 초록 (Abstract)

본 논문은 아시아의 금융감독 거버넌스가 국가 및 비국가 행위자가 함께 참여하는 네트워크 구조를 띠고 있음을 보여준다. 아시아 국가들은 1997년 금융위기를 계기로 금융시장의 취약성과 리스크에 대한 규제가 지역경제를 효과적으로 관리하는 데에 필수적이라고 인식하게 되었다. 그렇지만 아시아판 국제금융기구나 감독기구를 설립하자는 여러 구상을 아직 실현되지 못하고 있다. 그로 인해 역내 금융시장에 대한 감독활동에 지역 정부, 준정부기관, 비정부 행위자, 글로벌 경제기구들이 네트워크 형태로 동참하는 거버넌스의 구조를 갖게 되었다. 아세안+3가 가장 중심적인 위치를 차지하고 있는 가운데, 아시아유럽정상회의, 국제결제은행아시아협의회 등 범지역 및 글로벌 금융기구의 비중이 큰 것으로 분석되었다. 이처럼 금융감독 행위자들의 중첩성과 연계성은 아시아 국가들의 공약에 비공식적 구속성과 실행 가능성을 더함으로써 지역 금융 거버넌스의 실질적인 진전을 가져올 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This article shows that the governance architecture of financial supervision and surveillance in Asia is characterized by complex networks encompassing both state and non-state actors. Since the 1997-8 Financial Crisis, Asian countries have recognized the importance of coping with the vulnerabilities and risks of financial markets in the region. However, various initiatives for an Asian version of global financial supervisory body have yet to be realized. Instead, surveillance over regional financial markets is governed through a networked architecture which involves intergovernmental, trans-governmental, and non-governmental actors. The ASEAN+3 plays a major role within it, and some other trans-regional and global institutions also matter. Such complex networks of financial supervisory bodies can advance regional financial cooperation by making informal commitments more binding and feasible.
