재외동포의 포용을 통한 한국의 저출생·지방소멸 위기대응 정책 고찰 = Review on South Korea’s Policies of Crisis Response to Low Birth and Local Extinction through Embracing of Overseas Koreans

국문 초록 (Abstract)

본고는 재외동포가 한국의 지방소멸과 저출생 위기를 어떻게 해소할 수 있는지를 설명한다. 재외동포가 세대를 거치면서 민족적 정체성이 약화하므로, 재외동포의 모국과의 연대감을 강화하기 위해서는 한국 정부의 재외동포에 대한 교육과 지원이 중요하다. 한국이 단일민족 신화를 탈피하여 포용적 민족주의를 반영하면 효과적으로 재외동포와 외국인을 포용하여 국민통합을 도모할 수 있다. 한국 정부가 재외동포와 외국인을 활용하면 인적자본과 노동력을 향상할 수 있을 것이다. 외국인과 달리 재외동포는 한국인과 한민족이라는 민족적 정체성을 공유하기 때문에, 한국 사회에 쉽게 적응할 수 있다. 한국의 고등교육을 통해 재외동포는 직업시장에 진출하여 한국의 인적자본 향상과 노동력 확대에 공헌할 수 있다. 한국이 저출생과 지방소멸에 대응하기 위해서, 특히 지방대의 성장을 도모하기 위해서, 재외동포와 외국인 유학생을 적극적으로 유치하고 우수한 외국인 인재들을 한국의 인재로 활용해야 한다. 대학교육을 통한 국제개발협력은 재외동포의 한국사회로의 동화를 도울 뿐만 아니라, 한국의 연성권력(soft power)을 강화할 수 있다.

다국어 초록 (Multilingual Abstract)

My paper explains how overseas Koreans can solve the crisis of local extinction and low birth rate in Korea. As the national identity weakens through generations of overseas Koreans, education and support for overseas Koreans is important in order to strengthen the sense of solidarity of overseas Koreans with their home country. If South Korea breaks away from the myth of a single ethnic group and reflects inclusive nationalism, it can effectively embrace overseas Koreans and foreigners and hence promote national integration. The Korean government will be able to improve human capital and labor force by utilizing overseas Koreans and foreigners. Unlike foreigners, overseas Koreans can easily adapt to Korean society because they share the national identity of ethnic Koreans with Koreans. Through higher education in Korea, overseas Koreans can enter the job market and contribute to the improvement of Korea’s human capital and expansion of the labor force. In order for Korea to respond to low birth rate and local extinction, especially in order to promote the growth of non-Metropolitan universities, it is necessary to actively attract overseas Koreans and foreign students and use excellent talented foreigners as Korean talents. International development cooperation through university education not only helps overseas Koreans assimilate into Korean society, but can also strengthen Korea’s soft power.
