커뮤니케이션 과학 : 미디어 융합에 따른 콘텐츠 산업 활성화 체계 연구 = A Study on the Activation System of the Contents Industry according to Media Convergence

국문 초록 (Abstract)

이 논문은 디지털기술 발전과 미디어 융합상황에서 우리나라 콘텐츠 산업에 관한 법제 및 정책기구의 효율화 방안을 살펴본 연구이다. 콘텐츠 관련 전문가를 대상으로 심층인터뷰를 통해 분석한 결과 다음과 같은 연구결과를 얻었다. 첫째, 콘텐츠에 대한 다양한 법적 정의에 대한 일관적이고 체계적인 재정의가 필요하다. 둘째, 현재 매체별로 다양하게 산재되어 있는 콘텐츠 관련 법률들을 어떤 형태로든지 통합 및 조정하여 체계화할 필요가 있다. 셋째, 기술발전에 따른 디지털 및 온라인 콘텐츠의 중복적인 법제를 정비해야 한다. 넷째, 콘텐츠 진흥업무 체계에 있어 주관부처의 일원화가 필요하다. 다섯째, 단일기관이 진흥과 규제를 병행할 겨우 미디어 콘텐츠의 다양성과 창의성을 약화시킬 수 있으므로 규제와 진흥 정책을 분리 추진해야 한다. 여섯째, 콘텐츠에 대한 통합적인 지원과 동시에 장르와 기능을 적절하게 유목화하여 지원정책을 수립하여 집행해야 한다.

This study set out to investigate the ways to promote efficiency in the laws and policy agencies regarding Korea`s contents industry in the midst of advancements in digital technologies and media convergence. In-depth interviews were conducted with a group of contents experts, and their answers were analyzed. The findings were as follows: first, the current various legal definitions of contents should be rearranged in a consistent and systematic fashion; second, the contents laws scattered over among the different media should be integrated, adjusted, and systemized in any possible formats; third, the overlapping laws about digital and online contents should be arranged according to technological development; fourth, the concerning agencies should be unified in the system of promotional works for contents; fifth, regulations and promotional policies should be separated for implementation since a single agency can weaken the diversity and creativity of media contents by performing both promotional and regulatory works; and finally, support policies should be established and implemented by properly classifying contents according to genre and function along with integrated support.
