정당 간 갈등은 누구의 탓일까: 제21대 총선에서 위성정당 창당 사례와 당파적 책임 귀속

국문 초록 (Abstract)

본 연구는 정치권에서 나타나는 정당 간의 갈등에 대한 유권자들의 인식을 분석한다. 구체적으로, 본 연구는 유권자들의 당파적 편향으로 인해 이들이 정당 간 갈등에 대한 책임을 상이하게 귀속할 것임에 주목하여, 제21대 총선에서 위성정당 창당을 두고 발생한 정당 간 갈등을 사례로 살펴본다. 분석의 결과, 유권자들이 두 위성정당에 대해 부정적으로 평가할수록 정당간 갈등 수준이 높다고 인식하였다. 그런데 유권자들의 정당일체감에 따라 구분하여 분석한 결과, 더불어민주당을 지지하는 유권자들에게는 미래통합당의 위성정당인 미래한국당의 창당에 대한 부정적인 평가가 정당 간 갈등 수준을 높이는 요인이었던 반면, 미래통합당을 지지하는 유권자들은 더불어민주당의 위성정당인 더불어시민당의 창당을 부정적으로 평가할수록 정당 간 갈등을 높게 인식하였다. 그리고 이들은 자신이 지지하는 정당의 위성정당에 대한 평가와는 정당 간 갈등을 연관 짓지 않는 것으로 나타났다. 본 연구의 결과는 당파적 책임 귀속의 태도가 정치권의 양극화와 정당 간 갈등이 유권자들의 양극화를 가져오는 주요한 요인임을 시사한다.

다국어 초록 (Multilingual Abstract)

This paper explores citizens’ perceptions on partisan conflict among politicians. Focusing on a conflict between two satellite parties in the 21st National Assembly Election, it aims to verify how partisan voters assign blame for this conflict. Preliminary finding shows that voters’ negative attitudes on both of these satellite parties might be likely to increase their perceptions on serious partisan conflict. When partisanship is taken into consideration, however, negative evaluations on out-group satellite parties only lead to perceptions on serious conflict among politicians. On the contrary, evaluations on their in-group satellite parties have no prominent effect on the perceptions. Empirical results imply that partisan blame attribution is one of the key factors to link polarization and partisan conflict in the political arena with polarization in the electorate.
