We developed a phase--noise measurement system in which a stable crystal oscillator
was used as the reference oscillator. The phase noises of 10--MHz signals
from a H-maser, Cs atomic clocks, and frequency synthesizers were measured.
Using the measured phase power spectral density, we calculated the frequency stability
of the oscillators and analyzed the noise components included in the signals.
As a result, the H-maser showed the best performance among the oscillators,
having a phase power spectral density of --145 dBc/Hz for a Fourier frequency
of about 600 Hz.
