Tourism commons is a tourism resource that uses regional common pool resources such as ecotourism. However, there is often a problem with sustainability. This study attempted to provide useful information for developing alternative management models for tourism commons in the future by exploring how commons-based ecotourism is created and managed from the perspective of residents. As for the methodology in the study, oral testimony was adopted, and through this, the experience of residents was explored in the process and operation status of ecotourism. Dongbaek Garden in Seonheul 1-ri, Jeju, was selected as an example, and the process of developing it as an ecotourism resource based on common resources and the current operation status were analyzed. As a result of the study, first, collective behavior was derived as an important factor in the process of creating commons-based ecotourism. Second, environmental awareness was found to be an important factor in the process of operating commons-based ecotourism. Third, the perception of the operation effect of commons-based ecotourism was found to be positive. The implications of this study are that, first, sustainable tourism is deeply related to the sustainability of common resources. Second, this study confirmed the validity of the tourism commons concept framework. In further research, empirical studies will be needed to develop a tourism commons management model considering tourism capacity.
