지방정부의 자치분권 요구에 관한 실증적 연구 -대한민국시도지사협의회의 대정부정책건의과제를 중심으로- = An Empirical Study on the Needs for Decentralization of Local Governments: Focusing on Policy Tasks Presented by the Governors Association of Korea

For expanding decentralization in our society, it is necessary to search for policy alternatives that would be able to be more actively reflected in the position of the local governments. However, the number of studies that attempted empirical analysis on the needs for decentralization which the local governments had shown directly to the central government is still very limited to give helps. Taken this into considerations, this study conducted an empirical analysis of 421 policy tasks presented from 2005 to 2016 by the Governors Association of Korea.
The study has found that the conflict between the central government and the local government over the fiscal authority continues until now. In particular, it was revealed that the excessive fiscal burden of local government on categorical-grant programs made it difficult to realize the high-leveled local autonomy. In addition, It is shown that the policy process of decentralization has been mainly led by the central government through the analysis of local government's timely responses to the declarative will of the central government. And that the passive attitudes of the central government to the decentralization results from the worries about the loss of their own jurisdiction or control is also revealed by the result of this study, such as the orientation of the central government to set the balanced development over the needs for decentralization.
In conclusion, above all the policy efforts for the expansion of decentralization should be exerted in terms of raising the fiscal authority of the local government. Particularly, the central government should try to make enough consultation and consensus with the local government prior to the decision-making on categorical-grant programs. Moreover, the central government should clearly state that the decentralization is superior to the balanced development in policy implications, and should try to find the various alternatives for minimizing the conflicts and inefficiencies caused by the contradiction between the balanced development and the decentralization.

국문 초록 (Abstract)

앞으로 우리사회에서 자치분권을 확대하기 위해서는 지방의 입장이 더욱 적극적으로 반영된 정책대안의 모색이 요구된다. 하지만 지방정부의 직접적인 자치분권 요구를 중심에 두고서 대안 탐색에 관한 경험적 분석을시도한 연구는 아직까지 그 수가 매우 부족한 실정이다. 이와 같은 문제의식을 바탕으로 본 연구는 대한민국시도지사협의회의 2005년부터 2016년까지의 ‘대정부정책건의과제’ 421건에 대한 실증분석을 실시하였으며, 이를 통해 향후 자치분권의 실효성 확보를 위한 핵심적 요구사항들을 지방정부의 관점에서 파악하고자 하였다.
분석결과, 재정의 결정권을 둘러싼 중앙정부와 지방정부 간의 갈등이 근래까지도 계속되고 있음을경험적으로 확인하였으며, 특히 국고보조사업에 대한 지나친 지방비 부담이 지방자치의 온전한 실현을어렵게 하는 것으로 드러났다. 또한, 자치분권에 관한 정책과정이 중앙에 의해 주도되는 모습을 중앙정부의 선언적 의지에 대응하는 지방정부의 시기별 요구 양상을 통해 확인하였고, 아울러 자신들의 관할권 또는 통제력 상실을 우려하는 중앙정부의 소극적 태도 역시 자치분권 요구에 비해 균형발전 논리를우위에 두려 한 중앙정부의 회답을 통해서 그 확인이 가능하였다.
이러한 분석결과로부터, 향후 자치분권의 확대를 위한 정책적 노력은 무엇보다 지방정부의 재정권한 제고의 측면에서 이루어져야할 것이고, 특히 중앙정부는 국고보조사업에 관한 결정에 앞서 지방과의 사전적 협의와 공감대가 충분히 형성될 수 있도록 노력해야할 것이다. 이와 함께 중앙정부는 균형발전에 대한 자치분권의 정책적 우위를 정권 차원에서 분명하게 제시하면서 양자의 모순관계로 인해 발생하는 자치분권 추진과정에서의 갈등과 비효율을 최대한 억제해야할 것으로 판단된다.
