미국 미사일방어(MD) 체계가 한국 안보에 미치는 영향 = The Impact of U.S. MD System on Korea`s National Security

국문 초록 (Abstract)

미국의 세계 정치-군사 전략의 중심적 수단으로서 2001년 5월 선언된 미국의 미사일 방어 (Missile Defense: MD)체계에 대한 세계의 관심이 집중되고 있다. 이는 미사일 방어체계는 새로운 전략의 틀-억지력이 공격 무기에만 의존하는 것이 아니라 공격 및 방어 무기가 결합하는 전략구조-의 형성이자 21세기 새로운 전략문화를 생성케 할 잠재력을 가지고 있기 때문이다. 이와 같은 미국 미사일방어체계에 대한 동북아 지역 국가들의 참여와 그에 따른 동북아 정세 변화는 한국 안보전략의 심각한 재검토를 요구한다. 본 연구는 향후 10년 동안 단계적으로 구축될 미국의 미사일방어체계 특히 동북아 전역 미사일방어체계가 한국의 안보와 안보환경에 직간접으로 미칠 영향을 탐구하고 대응책을 모색하는데 목적으로 두고 있다. 한국의 대응전략은 MD 관련 기술개발 등 간접적인 참여를 통해서 궁극적으로 한국의 독자적 미사일방어체계를 개발하려고 노력하는 것이다.

다국어 초록 (Multilingual Abstract)

In recent years, there has been focused on the development and deployment of the US Missile Defense(MD) systems as a major instrument of its political and military strategies. It is largely due to the fact that the MD is both a newly emerging frame of US global strategy and probably serves as a vanguard of creating a new strategic culture. The introduction of US MD system into Northeast Asian region, through participation in the program of Japan, Korea and Taiwan, and its Impact on the regional security situation would demand a fresh review of Korea`s security strategy. The study is to explore the direct and indirect impact of the MD on the security policy of Korea and its strategic response to it. A strategy of Korea to be sought for a longer period would be to make an indirect participation of the program and deployment of the MD and ultimately establish a Korean Missile Defense system of its own.
