인간유전체 연구와 인문사회과학적 접근 : ELSI 연구의 현황과 과제 = Human Genome Research and ELSI Program

국문 초록 (Abstract)

생명공학의 문제는 인문사회과학의 새로운 프론티어 영역이다. 이 글은 생명공학의 사회적 함의에 대한 외국과 국내의 연구 현황을 소개하고 향후 과제를 제시하고자 한다. 미국은 과학적 탐구와 동시에 그에 함축된 사회적 문제에 대한 분석과 대처방안을 동시에 추구한다는 목표로, 인간게놈프로젝트의 일환으로 ELSI(Ethical, Legal and Social Implications) 프로그램을 운영하였으며, 현재 ELSI가 생명공학의 사회적 함의에 대한 종합적인 접근방식을 지칭하는 용어로 통용되고 있다. 10여년간의 ELSI 프로그램 운영으로 사회적 인식의 제고와 보건의료 정책, 연구와 임상치료 활동에 성과를 거두었지만, 당초의 포부에는 미흡하며 새로운 이슈와 논란이 제기되고 있다. 유럽에서는 전통적으로 생명윤리의 문제에 적극적인 관심을 기울이고 규제장치를 마련하였다. 유럽에서는 국가별 내부 규약뿐만 아니라 EU 차원의 공동규약도 중요한 비중을 차지한다. HUGO, UNESCO, WHO 등의 국제기구도 ELSI 문제에 적극적 관심을 보인다. 한국의 ELSI 프로그램은 과학기술부 지원 21세기 프론티어사업 중 ‘인간유전체기능연구사업’의 일환으로 2001년부터 지원되기 시작했다. ELSI 프로그램은 생명공학을 둘러싼 사회적 이슈에 대하여 사회적 합의를 도출하고 국가적 전략과 정책으로 구체화하는 ‘사회적 학습’(societal learning)의 장을 제공할 수 있다. 향후 한국의 ELSI 프로그램은 생명공학 전반과 정보통신, 나노기술 등 광범위한 첨단기술 분야로 범위가 확대되고, 선택과 집중의 전략이 필요하며, 인문사회과학 뿐만 아니라 자연과학과 의학의 학제적 접근이 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

Social issues surrounding biotechnology are the new frontier of humanities and social sciences. This article surveys the ELSI (ethical, legal, and social implications) programs, a generic term for comprehensive approach to explore the social implications of biotechnology, in the U. S. and Europe, and suggests the direction for the Korean ELSI program to take. In an effort to cope with the ethical and social issues involved in the scientific research of human genomics, the ELSI program has been included in the Human Genome Project of the U. S. since 1990. Despite the Significant impact on the raised social awareness and improvements in the ethical standard of research and clinical practice and public health policy, the vision of the ELSI program remains far from being realized in the U. S. Against the backdrop of traditional attentiveness to bioethical issues and rising industrial interest in biotechnology, ELSI programs have recently been launched in European counties and at EU level as well. International organizations, such as HUGO, UNESCO, and WHO, have been interested in ELSI programs. The first ELSI project in Korea was launched in 2001 as a research project of the Center for Functional Analysis of Human Genome, a 21st Century Frontier Project funded by the Ministry of Science and Technology. The author points out three issues to be urgently addressed for the promotion of ELSI programs in Korea: the expansion of funding, priority-setting, and active cross-fertilization among humanities, social sciences, and natural/medical sciences.
