자치경찰제에 부합하는 경찰의 학교폭력 대응방향 전환

국문 초록 (Abstract)

2021년 자치경찰제도가 전국적으로 시행되면서 학교폭력과 관련한 경찰의 업무도 자치경찰사 무에 포함되었다. 자치경찰제가 주민의 요구에 부응하는 민주성, 중앙집권을 탈피한 분권성을 주요 가치로 삼는만큼 경찰의 학교폭력 예방을 비롯한 대응방향도 그에 맞게 전환되어야 할 시점에 이르렀다. 하지만 이와 관련하여 국가경찰체제에 익숙한 경찰의 대응방향 전환은 미비한 상황이어서 자치경찰제에 적합한 대응방향의 전환 방안을 모색하였다. 연구결과 필자는 경찰의 독자적인 문제해결 접근법에서 탈피해 자치단체를 비롯한 지역사회의 전문단체 및 유관기관과 협력하여야 함을 역설하였고, 이를 위해 기존에 구성되어 있는 ‘지역사회 청소년 통합지원체계’를 자치경찰제의 취지에 걸맞는 학교폭력 대응 체계로 발전적 재편성할 것을 제언하였다.

다국어 초록 (Multilingual Abstract)

As the autonomous police system was implemented nationwide in 2021, police work related to school violence was also included in the autonomous police affairs. As the autonomous police system focuses on democracy that responds to the needs of residents and decentralization that breaks away from centralization, it is time for the police to change their response directions, including preventing school violence. However, in this regard, the change in the response direction of the police, which is familiar with the national police system, was insufficient, so a plan to change the response direction suitable for the autonomous police system was sought. As a result of the study, I emphasized that the police should break away from their own problem-solving approach and cooperate with local governments and related institutions, and suggested that the existing Community Youth Safety-net needs to be developed into a school violence response system suitable for the purpose of the autonomous police system.
