인권과 장애인복지실천 = A Study on the Human Rights and Dignity of Persons with Disability and Social work Practice for the Persons with Disability

국문 초록 (Abstract)

장애인은 장애로 인해 발생되는 부가적 욕구가 있음에도 이에 대한 충족은커녕 차별과 억압 그리고 인권침해의 경험을 하였다. 이런 가운데, 국제연합에서는 세계 인권선언(1948), 국제인권규약(1976), 아동의 권리선언(1959), 정신박약인의 권리선언(1971)이 채택되었고, 2006년 12월 13일에는 유엔 장애인권리협약(Convention on the Rights of Persons with Disabilities)이 채택되었다. 이런 과정에서 우리나라에서는 장애인의 인권의식이 고조되어 재활개념의 보호적, 치료적 원조에서 생활모델이 주체가 되는 자립생활로 탈피시키는데 영향을 주었다. 또한 장애인복지실천을 수행함에 있어, 첫째로 장애인의 권리와 복지, 재활을 확보하고, 둘째로 장애의 악화를 예방하고, 셋째, 장애인 원조에 경제적, 기술적인 한계가 있는 것도 인식하고, 권리확보를 위한 공통의 기반을 구축하고 이를 위한 실천 계획을 수립하게 되었다.

Korean disabled person experience double and multiple discriminations on various aspects of living condition throughout their life history. This paper attempt to shed the light of human on the concept of disability and identity emerging issues and meanings of convention on the rights of disability. This paper also examines a secondary data to explore and to figure out the human rights of the person with disabilities. To do so, this study tried to find out characteristics and the situations of person with disabilities. Finally, that this paper argues that these convention will contribute to understanding disability issues form rights based perspectives and the secure the enhancement of rights of persons with disabilities representing and evolution from welfare to rights.
