교육정책의 모순과 변증법적 사고의 = Contradictions in education policy and the development of dialectical thinking

국문 초록 (Abstract)

본 연구의 목적은 교육정책의 모순 경험이 성인으로서 교육 공무원의 변증법적 사고 발달에 미치는 영향을 탐색하는 것이다. 보수 혹은 진보를 표방하며 선출된 교육감이 이전 정책과 양립될 수 없는 정책을 실행하는 상황에서 교육 공무원은 어떤 사고방식을 가져야 하는 것인가? 이러한 상황에서 교육 공무원은 정책의 모순을 경험하며 영혼 없이 행동하거나 아니면 자신의 사고 틀을 재설정할 수밖에 없는 상황에 직면한다. 공무원으로서 정치적 중립과 복종 의무는 교육 공무원에게 교육정책의 모순을 경험하게 하는 이데올로기 혹은 전의식적인 규율 권력으로 작용하여 기계적 순응과 일차원적 행동을 요구한다. 교육 공무원에게 주어진 시민에 대한 일반적인 이해관계의 대변자로서 역할에 대한 신념을 지키기 위해서는 경험하는 현실과 적절한 중도적인 과정으로 이끌 수 있는 사고 과정이 필요하다. 본 연구는 ㅇㅇ시교육연수원에서 운영하는 6급 미래인재양성과정 이수자를 대상으로 질문지를 활용한 설문조사와 심층면담을 통해 실시되었다. 본 연구의 결과는 교육 공무원의 직무생활이 요구하는 교육정책의 모순 경험이 변증법적 사고 발달의 계기가 되고 있음을 보여주고 있다. 연구 결과는 교육정책 모순 경험이 변증법적 사고 발달에 긍정적으로 영향을 미치는 것을 보여주었으며 또한 변증법적 사고 수준이 낮은 대상자에게 교육정책 모순 경험의 영향이 더 커짐을 보여주었다. 교육정책 모순 경험에 대한 심층 면담의 결과는 변증법적 사고 발달과 관련한 지식의 실재성과 역동성, 모순 경험과 조직 맥락의 연계, 관계를 통해 실체 생성, 의사소통적 합리성 등 모순 경험이 변증법적 사고에 이르게 하는 과정에 대한 이해를 넓혀주었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the effect of contradictory experiences of educational policy on the development of dialectical thinking of civil servants as adults. What mindset should civil servants have in the face of conservative or progressive elected superintendents implementing policies that are incompatible with previous policies? In such a situation, civil servants experience policy contradictions and face a situation in which they have no choice but to act without a soul or reframe their thinking. Political neutrality and obedience act as ideological or preconscious disciplinary powers that make civil servants experience contradictions in education policy, requiring mechanical conformity and one-dimensional action. This study was conducted through surveys and in-depth interviews with those who completed the training course operated by a training institute. The results show that the experience of contradiction in educational policies is an opportunity for the development of inevitable dialectical thinking. The educational policy contradiction experience had a positive effect on the development of dialectical thinking, and the influence of the educational policy contradiction experience was greater for subjects with low dialectical thinking levels. The in-depth interview broadened the understanding of the process leading to dialectical thinking through such as the reality and dynamism of knowledge related to the development of dialectical thinking, the connection between the experience of contradiction and the organizational context, the creation of reality through relationships, and communicative rationality.
