지역인적자원개발의 규모와 필요성의 인식이 확대되면서, 사업의 성과를 평사하고, 그 결과를 사업계획에 환류하여 보다 발전적 계획을 수립하려는 요구가 늘어가고 있다. 그간 지역인적자원개발은 성과를 과학적으로 증명하기보다 중요성•실행하고 있는 인적자원개발사업의 평가틀을 BSC(Balanced Scorecard) 관점에 입각하여 개발하는 것을 목적으로 하였다. 경남지역 지역인적자원개발사업을 중심으로 핵심성과지표 18개를 재무관점, 고객관점, 내부 프로세스 관점, 학습 및 성장관점에 따라 개발하였고, 이를 사업선정(계획)-운영-성과(결과)영역으로 나누어 재구조화 하여 제시하였다.

다국어 초록 (Multilingual Abstract)

The larger of recognition on necessity about regional human resource development(RHRD) makes the greater of demands on evaluation about the outcome and the feedback to the next projects. RHRD has emphasized the performance only due to the importance or the necessity rather than analyzed it scientifically. RHRD should cut the overlapping, raise the effectiveness and magnify the priority through the evaluation. This study aims the development an evaluation model based on Balanced Scorecard created by Kaplan & Norton since 1996. The 18 key performance indicators are developed according to the Financial perspective, Customer perspective. Then they are re-structured into project selection phase, management phase, and outcome phase.
