    Since all things of human beings is programmed consciously or unconsciously by culture, the link between communication and culture is inseparable and so crucial, So I think target language is target culture as communication is culture and culture is communication.
    On the one hand Chomskyans have immense interests in linguistic competence, i.e., innate abilities and native speaker’s intuituions, etc., as we know, they have aimed at findings “the universals”in languages and are only interest in “grammar”. But I think the linguistic competence is monologic, because it means only a grammatical competence.
    From 1970s, some of the linguists, especially sociolinguists, began to claim for the social significance. They emphasized that the performance with the linguistic competence should be stressed in the communicative theory. They think communication is a “actual use”of speech behavior father than “usage”one. They consider the communicative competence as the abilities of communication.
    Is spite of those facts there are two barriers in communication with target language speakers;linguistic and culture barriers. In other words, we can communicate if the two barriers are removed. It is logical that, if the linguistic barrier can be eliminated by linguistic competence, the cultural barrier could be pulled down by other competence. I think the competence in intercultural competence. To overcome the cultural barrier is much harder than to overcome the linguistic barrier, especially for koreans learning English. The reason is that Oriental culture is entirely different from Occidental one.
    At this point, we should reexamine the link between communication and the culture―not as “culture IN language or language IN culture”, but as language AND culture”. As Edward T. Hall said, communication is a culture, and culture is communication. I think, if intercultural competence is not examined closely we can’t expect the effective communication, especially in TEFL. In short, intercultural competence is the primary competence of and one of the most important abilities of communication.
