God said, "Sell and buy the land(Lev. 25:15~16), but don't sell it forever(Lev.25:23)". In the actual economy, the above phrase is interperted as follows. The former part of the saying recognizes the rent market and the latter part recognizes the land-price market.
If we are to satisfy these two conditions in the economic system, the land-lease system is suitable for the allocation of the land use.
Jesus said in the parable of the vineyard that the vineyard of a farmer was a rented one from the landowner(Luke 20:9). He also taught that people were given equal opportunity for the use of the land and the products of the vineyard were divided equally (Matt. 20:1). This teaching indicates a new economic system under the Gospel which was once the land-use system under the Law.
This passage stipulates the unreasonableness of the land-price market from the viewpoint of Biblical system of land. And it proposes the land-rent(tax) system as an alternative proposal. The core of the above passage is as follows:
