This study examines productivity, efficiency changes, and technological progress within the 2020 2024 Research Program Plan of the Korea Institute of Geoscience and Mineral Resources (KIGAM).
The analysis is structured around four strategic objectives—public safety, strategic mineral security, energy security, and global environmental change—and eight associated performance goals. Using research performance data aligned with this framework, the study applies the Malmquist Productivity Index, defining R&D investment and personnel as inputs, and publications, patents, technology transfers, and technical consultations as outputs. The results show that while some performance goals experienced simultaneous gains in productivity and technological innovation, others lagged due to insufficient internal capacity relative to the pace of external environmental change. These findings provide insights into the structural causes of performance gaps and offer guidance for strengthening research capabilities, improving resource allocation, and supporting mid-term R&D strategy development and performance management enhancement in research institutions.
