국문 초록 (Abstract)

현재 진행되고 있는 글로벌 금융위기는 시장실패와 정부실패의 측면을 동시에 갖고 있다. 이 위기는 1930년대 대공황 이후 최대의 글로벌 경제위기로 평가될 수 있으며 앞으로의 진행상황에 따라 그 피해규모가 늘어나고 경제침체의 폭이 커질수 있는 위험성을 안고 있다. 위기가 발발한 미국의 경우 시장의 과다한 자율성이 원인으로 작용한 측면을 인정할 수 있지만 한국에서는 부동산시장과 금융시장 공히 시장이 정책에 의해 지나친 규제를 받고 있었으므로 정책실패의 측면이 크다고 할 수 있으며 양국 모두 경기부양을 위하여 통화량을 오랜기간 지나치게 확대해온 것이 자산시장의 과열과 위기를 초래한 공통점을 갖고 있다. 따라서 위기를 다시 유동성 확대로 극복하려은 정책은 신중하게 접근되어야 하며 금융정책과 재정정책의 경로에 대한 미세조정과 국제적 협조가 필수적이다.

다국어 초록 (Multilingual Abstract)

The actually ongoing global financial crisis can be explained by market failure as well as by government failure. This crisis would be the most serious economic crisis since the Great Depression in 1930', implying more recessive developments in the economic activities in the future. As for US economy, it can be admitted that the deregulation has resulted in the overshooting of the real estate market and finance market, while the Korean markets has suffered from the intense regulation. In both cases the quantitative easing has been the primary element that caused the overheating of the asset markets. The actual policy packets against the crisis consisting of liquidity expansion once again, can lead to asset bubble in the future, and the fine tuning of the policies should be accompanied with the international cooperation.
