21세기 중국 민족정책의 특징과 전망 : 서부대개발 위주로

국문 초록 (Abstract)

본고는 서부대개발의 개발동기와 목적, 그리고 현재까지의 성취를 통해, 본 정책이 21세기 중국의 민족 정책에서 가지는 의미가 무엇이며, 또한 본 정책이 중국 민족정책에서 가지는 효용과 한계가 무엇인지를 살펴보고자 한다. 서부대개발은 날로 심화되고 있는 지역간 격차를 해소하기 위해 시작된 국가균형발전 정책이다. 그러나 이 정책은 광범위한 소수민족지역과 소수민족인구를 그 대상으로 하기 때문에 21세기 중국 민족정책의 핵심정책이라 할 수 있다.
이 정책은 경제적 접근법이라는 특징을 가진다. 그러나 이 정책이 가지는 정치적 의미는 더욱 크고 중요하다. 이 정책의 실시로 서부지역을 점차 현대화된 지역으로 이끌 것이다. 그러나 이와는 상반되게 이곳의 전통적인 문화와 종교는 갈수록 퇴색될 것이다. 아울러 중국 내지로부터 그리고 서방으로부터 중국 서부에 대한 자본투자와 인구이동의 증가현상은 궁극적으로는 소수민족지역에서의 한족의 입지를 갈수록 강화시킬 것이며, 소수민족의 입지는 상반되게 갈수록 약화시킬 것이다. 아울러 분리독립을 추구하는 소수민족들의 입지도 갈수록 약화될 것이다.
서부대개발은 정책실시 5년이 이미 경과되었으며, 향후 50년간 지속될 장기적인 국가의 기본정책이다. 비록 정부의 대대적인 주도하에 많은 성취를 이룩했지만 그러나 동서부간 지역격차는 단기간에 해소되지 않을 것이다. 서부소수민족입장에서는 서부지역의 경제발전도 중요하지만, 자신들의 종교와 전통을 지키는 것도 중요하다. 경제발전논리에 의해 그들이 가진 문화적인 그리고 전통적인 가치관이 훼손되지 않도록 중앙정부의 세심한 배려가 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to look into the motive, the goal and the meaning of achievement which has been made by Grand-Scale Development in the 21st century China's national policy.
Grand-Scale Development is a national balance development policy to solve the wide gap between the regions. This policy plays a key role in China's national policy because it is closely related to the problem of minorities.
The policy is characteristic of well-focused approach to economy. And yet the political meaning of this policy is even more important. Grand-Scale Development will eventually lead the western region to modernization.
On the contrary, the regional tradition and culture will fade out as time goes on. In addition, the influx of fund and population from inland and the West into the region will ultimately reinforce the status of the Han in the minorities region. On the other hand, the minorities' pursuit of independence will be weakened.
Grand-Scale Development has progressed for five years, and it will continue for the next 50 years. Although it achieved so much under the leadership of the government, the wide gap between the East and the West will not be closed within a short period of time. For the western minorities, the economic development of the western region is very important. Nonetheless, protecting their religion and tradition is essential.
It is required that the government should give a thorough consideration to preserving the culture and values of minorities which might be damaged by the logic of economic development.
