    Analyzing the changes in disaster-related laws and systems over the past decade since the Sewol ferry disaster in 2014 and identifying their limitations is meaningful in that it contributes to strengthening safety activities and planning for future improvements. However, there is a difficulty that the amount of related laws is vast and the classification criteria is unclear. Therefore, this study limits its scope to the laws directly related to the Sewol ferry disaster and analyzes the following: ① The Framework Act on Disaster and Safety Management, which stipulates the necessary matters for disaster response and safety management in the country. ② Framework Act on Maritime Safety Act and the Act on Search and Rescue at Sea, which stipulate maritime safety and search & rescue(SAR); and ③ Special Act on Investigating the Truth of the April 16 Sewol Ferry Disaster and Building a Safe Society and Special Act on Remedy for Damage Caused by the April 16 Sewol Ferry Disaster and Assistance Therefor. The analysis showed that the relevant laws have evolved in a progressive direction over the past decade to strengthen safety, but there still needs to be some improvements. In order for the common slogan of “life over profit” to be realized in reality, the discussion on safety should be more actively centered on citizens, not just the state, companies, and experts, and the relevant laws should be continuously improved.
