국민임대주택 건설의 제약요인과 개선방안 = System Improvement and Restrictions in the Provision of National Rental Housing

This study is to improve the provision system of national rental housing which has been implemented for residential stabilization of low income households since the year of 1998. In providing the national rental housing, there are such problems as difficult in land acquisition, local opposition by NIMBY, and the lack of public financial support. Under this situation, an effort needs to be made to improve the provision system of the national rental housing. Recently, some improvements in existing system are discussed; development of green belt area as a site for national rental housing, change in permission process from local government to central government, and utilization of existing housing as national rental housing. However, it is vulnerable to the criticism that the development of green belt has a negative impact on natural environment and permission by central government is opposed to the decentralization policy which is emphasized by the new government. Therefore, a modification in the idea on the improvement of rental housing provision should be made by considering the criticism.
