The Korean government and capital have been coercively pushing ahead with the neo-liberal strategy of labour flexibility since the IMF crisis in 1997. This paper analyzes the destructive consequences for labour and society the strategy has brought about: instability of employment; income inequality; decline of the trade union power and strengthening of intensity of labour. And this paper suggests the necessity and ways of reinforcing the stability of employment, preventing and eliminating discrimination, strengthening countervailing power of workers, ensuring workers’ citizenship within an enterprise and searching for an alternative labour market strategy.
