Globalization and economic change raises the spectre of global problems such as inequality, unemployment, involuntary structural adjustment, foreign debt, environmental disruption and neo-dependency. In the age of globalization, many countries face the necessity if modifying existing development plans and creating new national development strategies. In order to identify effective ways to restructure Development Administration and to suggest new national development strategies, this paper focuses on three areas. First, this paper analyzes recent global problems and discusses the necessity of restructuring Development Administration. Second, the paper builds up new theoretical foundations for Development Administration by analyzing modern development theories such as reflexive modernization, environmentally sound and sustainable development, globalisierung zweiter ordrung, and governance theory. Third, the research delineates the contents and methods of new national development strategies based on an analysis of their theoretical and policy implications.
