IPTV 도입의 의의와 정책방향 = A Study on the Strategic Policies for Introducing IPTV

다국어 초록 (Multilingual Abstract)

This paper is designed for a practical problem-solving, and policy-relevant utility of IPTV. And also, this study examines the technical and socio-cultural characteristics of IPTV and its economic effects on the current telecommunications and broadcasting industries. First of all, this study regards IPTV as an new convergence and integrated services for information society. Second, service models and market strategies of foreign countries are carefully analyzed as a reference for Korean case. In referring foreign countries, we need a marketplace approach for introducing IPTV. Finally, to escape the conflicts owing to the existing vertical regulatory system for introducing IPTV, it is suggested to propose a new horizontal regulatory system, which classifies convergence services into two layer, i.e. content and infra(network). This study is expected to provide a useful policy and service measures, and to contribute to the national broadcasting policy.
