since economic reform started in China in 1978, the Chinese economy has been develop rapidly. Foreign investment, foreign trade and the throughput of port have been rapidly increased. Yangtze River Delta is becoming the most vigorous and promising area in China. As the biggest port in mainland China, Shanghai port is located at the Yangtze River Delta. The Shanghai port achieved 14.554 million twenty-foot equivalent units (TEUs) of containers in 2004 and ranked the world's third. The China's State Council proposed a strategy of turning Shanghai into an international shipping center in 1995. The Shanghai government has made great efforts to improve the capacity of the Shanghai port. The Shanghai government started the improvement projects on sea-route of deep water of the Yangtze River Estuary in 1998. The Yangshan Deepwater Port construction started in the middle of 2002. The Waigaoqiao Phase 5 project was used in 2004. At present the Shanghai port has a very big development potential.
