신도시 경관형성을 위한 계획과정 및 요소에 관한 연구 : 영종신도시를 중심으로 = A Study on the Planning Process and Elements for Making a Landscape in case of New Town Young-Jong

국문 초록 (Abstract)

도시의 경관은 그 도시의 문화와 이미지의 표현으로, 근래에 들어 국내에서도 경관에 대한 관심이 증대하고 그 중요성을 인식하기 시작하면서, 도시의 경관향상을 위한 노력을 계속하고 있으며, 특히 신도시 개발에 있어 경관계획은 매우 중요하게 인식되고 있다.
따라서 본 연구에서는 도시경관 및 신도시 개발에 관한 이론적 고찰을 통해 신도시 경관계획의 접근방향을 모색하고, 영종신도시 경관계획을 사례로 계획 과정 및 계획 요소를 알아보고자 하였다.
또한, 그 결과를 토대로 현행 신도시 경관계획의 특징을 살펴보고 개선방안을 제안하는 것 까지를 본 연구의 범위로 설정하였다.
본 연구의 결과 및 의의는 다음과 같이 요약할 수 있다.
① 신도시 경관계획의 접근 방향
신도시 경관계획에 있어 가장 중요한 점은 신도시가 조성되는 해당 지역이 나름대로 지녀온 전통과 역사를 유지하는 것이다.
즉, 지역적 맥락을 바탕으로 보다 친근감을 느낄 수 있고, 세월이 흐르면서 더욱 성숙되어 다양한 의미와 삶의 가치를 느낄 수 있는 경관을 조성하는 것이 신도시 경관계획의 목표라 할 수 있다.

영종 신도시 경관계획을 사례로 살펴본 계획 과정 및 계획 요소는 아래의 도표와 같이 정리할 수 있다.

③ 현행 신도시 경관계획의 특징 및 제안
현행 신도시 경관계획은 기존의 경관 지침 및 지표 체계을 기준으로 삼고 있으나, 목적 달성을 위한 구체적인 방법론적 기준이 제시되어 있지 않아 계획과정에 있어 어려움이 있다.
따라서, 각각의 요소에 관한 구체적이고 세밀한 계획지침 및 지표체계의 마련이 요구되며, 또한 경관이란 살아있는 환경으로 항상 그 모습이 변화해 가는 것이므로, 미래의 변화까지도 고려된 계획이 되어야 할 것이다.
본 연구는 영종신도시 경관계획을 사례로 분석한 결과물로 추후 유사한 주제의 연구에 있어 기초자료 및 참고자료로의 역할을 기대한다.

다국어 초록 (Multilingual Abstract)

A landscape of the city is expression of culture and the image of that city. In recent times, the interest about Landscape increased and started to recognize the importance in country. Especially, A landscape plan in development of New Town is recognized very important and the effort for the Landscape improvement of the city it continues. Therefore, this study grope the approach direction of landscape plan in development of New Town from theoretical consideration about cityscape and the development of New Town. From Landscape plan of new town Young-Jong, it examined a plan process and a plan element.
Also, from the result, it will observe the feature of current Landscape plan of new town and propose the improvement way. The most important thing in the Landscape plan of new town is continually to keep up the local tradition and history. Namely, the aim of the plan to create the landscape is to make a landscape for feeling of the life value and meaning.
From Landscape plan of New Town Young-Jong , main plan process is composed [present condition analysis - basic conception - the master plan (section plan), and include landscape simulation as well as a landscape plan guide. One way the current landscape plan of new town set up a landscape plan on the basis of landscape guide and the index system of existing in standard. But, because of the concrete methodological standard for an objective attainment is not presented, plan process is hard set.
Consequently, the concrete landscape guide and the index system about each integral part is demanded. And. landscape as the living environment changes always and it goes. So landscape plan must become the considered plan even until change of future. In studying about landscape, there is hard to deduce a common result from landscape plan of new town Young Jong.
Therefore, hopefully this study of analyzed product from landscape plan of new town Young Jong will act as preliminary material or reference material.
