입체지적을 위한 지목체계 개선방안에 관한 연구 = A Study on the Improvement of the Current Land Category System in Korea for Introducing 3D Cadastre

국문 초록 (Abstract)

본 연구의 목적은 산업화 정보화가 진행되면서 토지의 이용이 입체화 고도화 그리고 토지 관리의 정보화에 다른 현재의 평면 지목제도의 문제점 및 한계를 살펴보고 이에 대한 해결방안으로 입체지목제도의 도입을 위한 새로운 입체지목체계와 지목세분화를 제시하는 것이다. 이러한 연구 목적을 달성하기 위하여 문헌연구가 실시하였으며, 이를 기반으로 하여 입체지목체계로의 개선을 모색하였다. 현재 사용하고 있는 2차원 지적에서의 지목제도가 보편화되어 있어 입체지적에서 토지이용 현상을 설명하는데 많은 한계를 지니고 있음이 확인되었다. 따라서 본 연구에서는 이러한 한계를 극복하기 위하여 새로운 입체 지목체계를 제시하였다. 입체 지목체계에서는 지목체계는 지상지목과 지하지목으로 구분하고 현재 이용되고 있는 다중의 토지이용 현황을 표시하였다. 이러한 입체 지목의 도입을 위해 3가지 정책적 사항이 고려되어야 한다. 첫째, 지상지목과 지하지목을 어떻게 분류하고 설정할 것인가에 대한 연구가 있어야 한다. 둘째, 입체 지목설정지역에 대한 지적제조사의 실시와 이에 따른 제도화이다. 셋째, 지목정보의 상호 운용성 확보이다.

다국어 초록 (Multilingual Abstract)

The primary purpose of this study is to provide some guidelines for creating a new model of land category system and its classification in the point of introducing 3D cadastre into Korea. In order to achieve these goals, this study on 3D cadastral land category system conducted reviews of literatures of the current 2D system which are faced with some problems such as the limitation of expression of land use and land management by rapid change into industralization and information society.
As the base of Cadastral Information System this study found that the use of current 2D cadastral land Category system has some obstacles such as not reflecting 3D characteristics of land uses in it.
In order to solve this problem, this study notes three political points as the followings; firstly the further study on classification of ground and underground difference, secondly institutionalization of land resurvey on the parcels, thirdly mutual management of the information of land category.
