Since the IMF period of Korea, the non-regular workers have been regarded as the cause of social polarization. In order to convert the non-regular workers to the regular workers, the Moon Jae-in government announced the 1st. step of “the Guidelines for the conversion of non-regular workers to regular workers in public sector” on July 20, 2017 and subsequently, on May 31, 2018, the 2nd. step of “the Guidelines for the conversion of non-regular workers to regular workers in public sector” for the local government funded/invested institute and the subsidiary of public institution or local public enterprise was announced, and on of these days the government will announce a 3rd the Guidelines for the agency of private sector.
The Guidelines outline the criteria for converting to full-time employment, the decision-making structure for full-time employment, the recruitment system of full-time employment, etc. in converting the part-time workers and the dispatched & services workers into the regular(full-time) workers. However these guideline has limitations such as having ‘advisory effect’, and being unable to take individual cases into consideration, and avoiding the problems related to the treatment of non-expiring contract workers by classifying as a regular workers. Furthermore in these guidelines, it is found that the instablility of empoloymnet due to the way of indirect empoyment, and restrictions on concurrent associated with special guard workers, and interpretation criteria for the youth preference jobs, and protection of the older worker's jobs in the dispatched & services workers. I am hopeful that these problems will be supplemented and practically continued.
