    The goal of the study was to suggest the ways of developing primary science instructional model which could be effectively used for open classroom.
    In order to attain this goal of this study used literature review as its main method about theory of open education and theory of teaching-learning on science education. This study was carried out through the process of steps as follows: Main points for open educational system.
    Analysis on general instructional models, Analysis on science instructional models and modern epistemology and psychology, Construction of principles on development for instructional models of open educational system, Guidline and developing general model of primary science instructional model was given as an example applicable for primary science open classroosroom.
    The model was composed appropriate teaching strategies and process as following 5 phase: Preponation ... Encounter ... Internation ... Application ... Evaluation.
