환경재난의 정책형성과 제도화 과정에 관한 연구

다국어 초록 (Multilingual Abstract)

The purpose of this study is to suggest the advancement of environmental disaster prevention. This study analyzed environmental disaster event focusing on the process of disaster management namely, mitigation, preparedness, response and recovery, with detailed evaluation items set mainly to characterize environmental disaster prevention and disaster management issues and to derive improvements in the advancement of disaster prevention measures.
Each type respectively made a profound understanding of the problem and endeavored to solve the conflict together with the evolving issue and diffusion. The analysis also shows that government recognized the public attention and made efforts to solve the problem through understanding and persuasion. Based on this analysis, this study will contribute to defining the nature of environmental disaster and to finding various alternatives to solve problems.

국문 초록 (Abstract)

현대사회는 재해 및 재난 사고의 규모와 피해의 범위가 대형화·광역화 되는 추세이며, 이러한 재해 및 재난으로 인한 환경에 미치는 부정적 영향은 과거에 비해 그 심각성이 증대되고 있다. 환경문제와 관련된 이슈는 물, 공기, 햇볕, 자연경관과 같이 인간생존에 필수불가결한 재화에 문제가 발생했을 경우 제기된다. 이와 같은 환경재는 대부분 공공재적 특성을 지니고 있으며, 공공재의 속성과 한계로 인해 다양한 정책적 관여와 규제가 필요한 사회문제로 인식된다. 따라서 본 연구는 환경재난의 발생과 정책형성, 제도화 과정에 대해 관련 사건을 중심으로 분석하고자 했다. 이와 같은 연구의 결과는 환경재난의 효율적 관리를 위한 보다 바람직한 의사결정체계구축을 위한 기초자료로 활용 될 수 있을 것이다.
