미국 코커스제도의 이상과 현실적 한계: 한국적 함의 = Ideal and Flawed Reality of U.S. Caucus System: Implications for Korea

The caucus system, a method to nominate major parties' presidential candidates in some U.S. states, has not much attracted Koreans' attention. In contrast, its more popular alternative, the primary system, has been at the center of recent academic as well as political debates in Korea. This article examines the theoretical ideal and real-life problems of the relatively unfamiliar caucus system and attempts to find comparative implications for reforming the Korean party candidate nominating process. Main arguments are twofold. First, the U.S. caucus system reflects the ideal principles of grass-roots participation and public deliberation, but in reality is marred by such flaws as low participation, distorted popular will, and lack of genuine deliberation. Second, considering the caucus system's experiences, a secret-ballot primary that opens the candidate nominating process to general constituents seems more desirable in Korean contexts. A caucus featuring public deliberations and open votes by active participants is instead more adequate to forming in-party or society-wide discourses on campaign promises or policy proposals.

국문 초록 (Abstract)

이 글은 그간 큰 주목을 받지 못한 미국 코커스제도의 이론적 취지와 현실적 한계를 살펴봄으로써 우리나라에는 어떠한 모습의 당내 경선제도가 적절할지 탐색해보는 것을 목적으로 한다. 핵심 주장은 둘로 정리된다. 첫째, 미국 코커스제도는 풀뿌리 참여와 공적 숙의의 접목이라는 이상을 반영하고 있지만 현실상 참여의 저조, 민심의 왜곡, 진정한 숙의의 부재 등 여러 문제점을 노정하고 있다. 둘째, 미국 코커스제도의 경험을 미루어볼 때 한국의 개방적 정당공천은 일반유권자 중심의 비밀투표인 프라이머리 방식을 지향하는 것이 바람직하고, 적극적 참여자 간의 공개토의 및 공개표결 방식인 코커스제도는 후보선출보다는 정책현안과 선거공약에 대한 정당 내 혹은 사회적 공론을 형성하는 데 더 적절해 보인다.
