미국과 영국의 정보연구 동향 비교 = Comparative Study of Intelligence in U.S. and U.K.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to examine the chronological characteristics of intelligence studies in the U.S. and U.K., and to conduct a comparative research between two countries. First of all, this article explains the trend of intelligence studies in the U.S., being divided into three categories. While American researchers tend to use I.R theory to analyse intelligence activities and its culture, English scholars prefer a historical approach and intelligence studies has not been conducted until mid 1980s. In this respect, to promote the field of intelligence studies, recruiting more researchers and establishing the notion of strategic intelligence would be suggested.

국문 초록 (Abstract)

본 논문의 목적은 미국과 영국의 국가정보 연구의 특징과 시기별 흐름을 살펴보고 유사점과 차이점을 비교분석하는데 있다. 이들 국가의 정보공동체는 작동방식과 정보문화 등에 있어 유사한 측면이 많이 있으나 정보연구는 매우 상이하게 진행되고 있다. 우선 미국의 경우, 정보공동체와 학계간의 비교적 원활한 협조가 이루어져 왔으며 국제관계학이나 국제정치학적 방법론을 원용한 연구들이 시도되어 왔다. 반면, 영국의 경우에는 과도한 보안정책으로 정보연구가 부진하였으나 1980년 중반이후 정보연구가 활성화되면서 역사적 접근법이 주로 사용되고 있다. 결론에서는 정보연구의 진전을 위해 연구 인력의 확충, 정보공동체와 학계간 연계성 강화, 한국적 의미의 전략정보 개념의 정립 필요성 등이 제시된다.
