지속가능발전 관점에서 평생학습도시의 평가 = The Evaluation of Lifelong Learning City Project based on the Perspectives of Sustainable Development

다국어 초록 (Multilingual Abstract)

Sustainable development(SD) promotes the sustainable growth that does not assign environmental problems to the next generation and restructure economic and social circumstances. This paper evaluates the Lifelong Learning City (LLC) based on the indicators for SD. The fundamental indicator for the evaluation is the United Nations decade of education for SD (ESD). The result is as follow.
First, the values that LLC project upholds are justice, equality, tolerance, equivalence and responsibility which are identical to SD values.
Second, the values that SD advocate such as interdependency, diversity, human rights and cosmopolitan equality with justice overlap with LLC as it pursues leadership, partnership and network for strategy.
Third, the objectives of LLC including improving standard of living, social cohesion, and social development are the same indicators of analyzing the connection between SD and national policy.
Fourth, lifelong learning is rooted in sustainable learning that coincide with implementing SD through qualitative and quantitative development of basic education, reorganization of education and public understanding and recognition.
Fifth, LLC seeks to protect the rights of democratic citizen and economic growth, but environmental protection is not yet active.
Sixth, lifelong learning is the work of developing learning capabilities and promoting healthy and delightful life which also overlaps with the key indicator of SD, improving capabilities.
Last but not least, the four main pillars of learning within SD are interchangeable with the objectives that is suggested by UNESCO to achieve lifelong learning society.
LLC harmonizes with the values, objectives, education activities and learning results that SD pursues. The fundamental reasons behind the underestimated role of lifelong learning in Korean ESD are school centered policy and low interests of organizations or persons in charge of lifelong learning on SD. The strategy and structure for regional innovation to ensure SD through citizen’s learning have to be well constructed.
