지방행정체제 개편에 관한 비용-효과의 분석: 시․군 통합방안을 중심으로 = An Analysis on the Cost and Effectiveness of Local Administration System Reorganization

다국어 초록 (Multilingual Abstract)

This article aims to analyse the cost and effectiveness of the recent alternative reorganizing local administration system, especially focusing on integration of primary autonomous governments("Shi, Gun and Gu"). According to some precedent researches, integration of primary autonomous governments have shown such effects as regional economic growth, mitigation of gap of population growth between cities, and increase of convenience in citizen's life in short term. However, they have commonly argued the failure in decrease of administration cost, limitation of equal development between rural and urban regions, and increase of tax burden on citizen. The result of cost analysis on the proposed alternative also predicts that over 29 trillion won need in both constructing new buildings and other social infrastructures and revising the institutions related to reorganization. Moreover, it shows integration costs will be more jumped up if other unmeasurable social costs are considered. Additionally, the results of cost and effectiveness analysis in aspects of democracy, efficiency and coherency also show that reorganization of local administration systems have more problems than benefits. Based on these analyses, this article puts a stress on that one must consider historical distinctiveness and regional competency reinforcement while discussing local administration system reorganization.
