원자력발전소 주변지역 지원사업의 원자력 신뢰도와 수용성 제고 가능성에 대한 탐색적 연구 = An Exploratory Study on the Reliability of Nuclear Power and the Possibility of Increasing the Acceptability of Nuclear Power Plant Support Projects

The purpose of this study is to analyze and evaluate the performance of the project in the area surrounding the nuclear power plant through the survey on the awareness and satisfaction of the support project of the residents around the nuclear power plant. As a result of the analysis, first, the local residents are not aware of concrete contents of the support project in relation to the recognition of the support project. Second, it was found that the satisfaction of the local residents is relatively higher in the case of the projects directly supported by the operators. Third, in terms of the impact on the budget compared to the budget, the local people 's support for life - related support, such as the improvement of the surrounding environment, was relatively positive. Fourth, comparative analysis between satisfaction and improvement contributes to improvement of the culture and leisure environment, medical welfare condition, various damage due to nuclear site, and educational environment are all low. Finally, in relation to the effect of the support project, the higher the awareness and satisfaction level of the business, the more the credibility of the operator and the policy becomes higher. This study suggests that local support projects may have a positive effect on the acceptability of nuclear policy in the future. Also, as emphasized in many studies, confidence in the operators and policies has shown a positive relationship with nuclear acceptance, which once again confirmed the importance of trust.

국문 초록 (Abstract)

본 연구는 원자력발전소 주변지역 주민들의 지원사업에 대한 인식 및 만족도 조사를 통해 원자력발전소 주변지역 지원사업의 성과에 대해 분석･평가하는 것을 목적으로 한다. 분석결과 첫째, 지원사업 인지도와 관련하여 전체적으로 지원사업에 대한 구체적 내용에 대해서 지역주민들은 인지하지 못하고 있는 것으로 나타났다. 둘째, 사업자가 직접 지원하는 사업의 경우 지역주민의 만족도가 상대적으로 더욱 높게 나타나고 있음을 알 수 있었다. 셋째, 예산대비 체감효과와 관련하여 주변환경개선과 같은 지역주민들의 생활밀착형 지원은 상대적으로 체감효과가 긍정적이었다. 넷째, 지역제반사항에 대한 만족도와 개선기여도 간의 비교분석에서 만족도가 낮은 문화와 여가생활 여건, 의료복지여건, 원전입지로 인한 각종 피해, 교육여건 등에 대한 개선기여도 역시 모두 낮은 수준에 머무르고 있다. 마지막으로 지원사업의 효과와 관련하여 전체적으로 사업에 대한 인지도와 만족도가 높을수록 사업자와 정책에 대한 신뢰도가 높아지는 경향성을 나타내고 있다. 본 연구를 통해 지역차원에서의 지원사업이 향후 국가의 원자력 정책에 대한 수용성에 긍정적 효과를 나타낼 가능성이 있음을 시사한다. 또한 많은 연구에서 강조했듯이 사업자, 정책에 대한 신뢰는 원자력 수용성과 긍정적 관계에 있음을 보여줌으로써 다시 한 번 신뢰의 중요성을 확인시켜 주었다.
