북한의 핵무기비확산조약(NPT) 탈퇴에 대한 법적 평가와 그 전망 = The view and legal estimation over North Korea"s withdrawal from the NPT

  The objective of this article views the solutions through the legal estimation over North Korea"s nuclear issues. Firstly this article analyzes the legal estimation over North Korea"s withdrawal from the NPT, namely deals with the NPT accession of North Korea, a fundamental duty of NPT, the declaration of withdrawal and the legality of the withdrawal. And then this article views the solutions toward the issues simultaneously, namely deals with the North Korea-US Geneva Agreed Framework, the Perry Report, the Armitage Report, the Joint Statement of Six-Party Talks on North Korea"s nuclear programme, the Libya Model, a mixed model and so on.<BR>  In conclusion, although the Joint Statement of Six-Party Talks was adopted, it"s tantalizing the North Korean nuclear issues to begin in 1992 remains to be solved. And it is proposed that it need a new way to solve the issues. What should the solution be for the issues? And what way could be reasonable? Now we are at an important point for pondering the issues. Accordingly it"s useful to suggest some opinions toward solutions to the issues.<BR>  First of all, most important thing to solve North Korean nuclear issues is to restore the confidence among parties, particularly North Korea-US. In fact US has regarded North Korea as axis of evil after 9.11 terror attacks. It needs to restore the confidence between North Korea and US right now.<BR>  Secondly relating the issues, our government has to play an active role. Our government should help North Korea return the good member of international community as quickly as possible, too.
