제주지역의 사회적 자본 연구 = A Study on Social Capital in Jeju

국문 초록 (Abstract)

이 연구는 제3의 자본 이라 불리는 사회적 자본의 개념과 상징성을 통해 제주사회를 분석하고 나아가 제주사회 사회적 자본의 확충 방안을 모색 하고자 하는 목적에서 비롯되었다. 사회적 자본(social capital)이라는 용어는 Judson Hanifan에 의하여 1916년에 처음 사용되었다. 그는 민주주의와 개발을 지속시키기 위해 지역사회가 적극적으로 참여해야 할 필요성 및 중요성에 대해 주목했다. 그는 이웃다움(neighborliness)과 시민참여의 종말에 대해 언급하고 이러한 현상들로 인해 가족의 고립과 지역사회 정체가 야기되었다고 주장하였다. 이 연구를 위해 현재 제주특별자치도에 거주하는 도민 1,000명을 대상으로 설문지를 통해 수행하였다. 즉, 거주 지역별 · 성별 · 연령별 인구비례로 표본 추출한 제주특별자치도에 거주하는 도민 1,000명을 대상으로 구조화된 설문지를 배포하여 자기기입 방식으로 진행하였다. 설문조사 도구로는 사회적 자본의 4변수인 신뢰 6개 항목, 호혜성에 기반한 사회규범 8개 항목, 네트워크 8개 항목, 사회구조 8개 항목을 5점 리커트 척도로 구성하여 측정하였다. 설문조사 결과를 요약하면, 첫째, 사회적 자본 간의 중요도를 측정하기 위하여 사회적 자본 중 가장 중요하다고 생각되는 순서로는 신뢰를 가장 중요하게 인식하고 있었으며, 사회규범, 사회구조, 네트워크 순으로 나타났다. 사회적 자본 중 네트워크가 가장 낮은 수치를 보여 상대적으로 중요도가 낮은 것으로 나타났다. 둘째 성별, 출신지, 거주지에 따라 신뢰, 사회규범, 네트워크, 사회구조는 평균 차이가 없으나 기부경험에 따라 사회적 자본의 차이가 있는 것으로 나타났다. 따라서 사회적 자본 축적과 기부문화의 확산은 상관관계가 있다고 보아지며 지역사회 사회적 자본 확충을 위해 기부문화 확산에 사회적 노력과 정책적 관심을 쏟아야 할 것이다. 셋째 성별, 출신지, 기부경험에 따라 네트워크는 평균 차이가 없는 것으로 나타났지만 거주지에 따라서 네트워크의 차이가 있는 것으로 나타났다. 즉 제주시 거주응답자가 서귀포시 응답자의 네트워크에 비해 상대적으로 우월한 것으로 판단된다. 이러한 유의미한 차이가 양 지역의 개발 불균형, 삶의 질 격차에서 기인한 것인지 심각하게 고려해 보아야 하며 지역 간 격차를 줄이기 위한 정책적 배려가 시급하다고 하겠다. 넷째 연령, 학력에 따라 네트워크의 평균 차이가 있는 것으로 판단된다. 특히 경제활동인구일수록, 고학력일수록 네트워크에 대한 인지도가 높은 것으로 나타났다. 따라서 네트워크 활성화를 통한 사회적 자본의 확충을 위해 평생교육을 통한 도민 학력능력 향상과 도민일자리 특히 실버세대와 청년일자리 창출을 시급히 도모해야 하겠다. 결론적으로 지역사회 발전의 전제 조건이라고 할 수 있는 사회적 자본확충을 위해 지역구성원과 지방정부에 대한 낮은 신뢰, 후진적인 법질서 의식, 폐쇄적 연구주의나 배타적 집단주의 등이 반드시 선결해야할 과제라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to understand social capital in Jeju. The reason is that social capital is created through relationship and shared by related people, which makes them cooperative and cohesive. For this purpose research questions are; first is to analyze of social capital in Jeju and the second is to develop the scale of social capital in Jeju. The concept of social capital is consist of trust, reciprocity, network and social structure. The social capital scale in Jeju in this study was developed through deductive process such as exploring literature on social capital and inductive process. The scale development process was 1) item development 2) pilot study 3) study. Data for analysis was collected from 1,000 peoples in Jeju. The scale of 30 items was constructed with 4 dimensions with high reliability coefficient. The first dimension is trust with 6 items; the second dimension is reciprocity with 8 items; the third dimension is network with 8 items; the last dimension is social structure with 8 items. All analyze revealed the construct validity, criterion-related validity and the discriminant validity. Thus the social capital scale for Jeju developed this study was proved validity and reliability. The analysis of social capital in Jeju constitutes of 1) the relationship among components of social capital, 2) the types of social capital, 3) analysis of effect factors to social capital in Jeju. It is found that all component of structural aspects and cognitive aspects are positively correlated, bonding network and bridging network. It is the linkage network that correlated with both trust and reciprocity in cognitive aspects. In other words, when people in Jeju participate in linkage networks, the probability of interact with trust and reciprocity is increased. Therefore we can say that people in Jeju linkage networks are very important social capital in balance. This study contributes to existing theories about trust, reciprocity, network, social structure and provides new ways of understanding and strengthening of social capital in Jeju. This study will contribute to development for Jeju community by encouraging people in Jeju to cooperate and solidify to solve problem in Jeju and cope collective to the change Jeju community.
