Various financial reforms have been implemented since the 1980s in order to enhance the transparency and accountability of governmental operations. The key elements of reform include results-oriented management; performance-based budgeting; financial management systems based on accrual accounting and including capital charging; competitive tendering and contracting out. In particular, introduction of accrual principles in the government sector transforms the relationship between budgeting and accounting as well as the functioning of governmental accounting itself. Considering these changes, this paper investigates the theoretical aspects of accrual accounting and describes the present condition of the governmental accounting system in Korea. The paper focuses especially on important problems accompanying the introduction of accrual basis in the public sector. In the process, the following issues are treated` financial reporting system; governmental accounting criteria; the structure of financial statements; accounting standards for asset, liability, net asset, revenue, and expense; and, the linkage of budgeting and accounting.
