남북방송교류 협의 과정과 정치적 함의 = Consultation Process of South-North Korean Broadcasting Exchange and Political Implications

The 2000 South-North Korean Summit was a very special incident. The South Korean government had to explain positive vision on South and North Korean relations, after the summit, and the North Korean regime needed broadcasting exchange to maintain its system and induce South Korea’s cooperation. South-North Korean broadcasting exchange was conducted through harmony of the will of broadcasting companies and broadcasters on South-North Korean broadcasting exchange and viewers’ interest in North Korea, together with South and North Korean political powers’ intentions.
This paper mainly arranges the consultation process, which is the core process of South-North Korean broadcasting exchange that has been carried out since 2000. Through such an arrangement of the consultation process, this paper more clearly explains the South-North Korean broadcasting exchange process, and enhances understanding on the consultation process remaining only in the memory of small number of participants. In this manner, this paper can be useful data for the development of South-North Korean broadcasting exchange in the future.
This study arranged the meaning and consultation process of South-North Korean broadcasting exchange conducted in the 2000s for such purposes. Actually, this paper explained general characteristics revealed in the individual project process, rather than the specific details of individual projects. The details discussed here can be applied to South and North Korean social and cultural exchange. In this regard, this paper can contribute to the understanding of North Korean consultation behaviors, when South-North Korean exchange is carried out in each sector.

국문 초록 (Abstract)

2000년 남북정상회담은 남북관계에서 대단히 특별한 사건이었다. 정상회담 후 남한정부는 남북관계에 대한 긍정적 비전을 국민들에게 설명해야 했고, 북한정권은 체제 유지와 남한의 협력 견인을 위해 방송교류를 필요로 했다. 이러한 남북한 정치권의 의도와 더불어 남북방송교류에 대한 방송사와 방송인의 의지, 시청자의 북한에 대한 관심이 한데 어울려 남북방송교류가 이루어졌다.
이 글은 2000년 이후 진행된 남북방송교류의 핵심적 과정인 협의 과정을 주로 정리하였다. 협의 과정에 대한 정리를 통해 남북방송교류 과정을 더욱 명료하게 설명해주고, 소수 참여자의 경험 속에서만 남아있는 협의 과정에 대한 이해를 높임으로써 향후 진행될 남북방송교류 발전에 유익한 자료가 될 것이다.
본 연구는 이러한 목적을 위해 지난 2000년대 초에 수행된 남북방송교류사업의 의미와 협의 과정을 정리했으며, 개별 교류사업의 구체적 내용보다는 개별 교류사업들의 과정에 나타난 일반적인 특성을 설명하였다. 여기에서 논의된 내용들은 대부분의 남북한 사회문화교류에도 적용될 수 있기 때문에, 각 부문에서 남북한 교류를 진행할 때 북한의 협상행태를 이해하는데 도움을 줄 수 있을 것이다.
