地方議會의 發展的인 役割遂行 摸索 = The Progressive Role Performances of Local Assembly

다국어 초록 (Multilingual Abstract)

This article aims to suggest a good way for the progressive role performances of out local assembly. And it tries to show how our local assembly should perform its role positively to meet localization, managerial innovation of public administration, activation of local economy and expectations of residents, rather than to interpret its rights passively based on the laws of local autonomy. Our approaches to this solution will proceed as follows; First, we'll analyzed how the environments around the local assembly have changed, and suggest the reasons why those changes have taken paces.
Second, we'll enumerate every strategy against changing environments and show some organizational complementary measures to fulfill those strategies.
Third, we'll examine how realization methods for the positive role performances of our local assembly are established now, and survey their limits, too.
Finally, we'll suggest an optimal organizational complementary measures of the institutions and each assembly man's postures for the better local assembly.
This article will ultimately provide a good chance to recognize the importance of our local assembly, which already started its full local autonomy. And it will also suggest a standard to follow considering our realities that one political party has a most influence on the local government itself by dominating its executive body and legislative one altogether.
