보건의료비 재원조달의 형평성 = Equity in the health care financing and payment

Recently, equity is a major criterion for evaluating the performance of health care systems and health care reforms. The purpose of this study is investgation of the equity in the financing and payment of health care in Korea. This paper used two methods to measure the equity in the health care using the Korea Household Expenditure Survey from 2006 to 2010: Kakwani index and Fairness in Financial Contribution index(FFC) According to the result of the study, on the whole, total health care expenditure showed a regressive pattern in case of industrial worker and a progressive pattern in case of self employees. When the details were examined, the taxes are progressive, and both the health insurance and out-of-pocket are regressive. Out-of-pocket is regressive because it is charged regardless of income level. But in the case of health insurance, it is regressive due to the levy system. The equity in the burden of out-of-pocket is deteriorating little by little. As the FFC drops, the health care expenditure burden of the Korean health care system becomes unfair. Based on the findings of this survey, a few proposals are made for the policy related to a social insurance contribution and an out-of-pocket.
