학교와 사회와의 연계 - ‘경기도 교육지원사업’의 사례분석을 통한 일반행정과 교육행정의 연계방안 탐색 - = How can School and Community cooperate?

국문 초록 (Abstract)

경기도는 농촌지역의 학교의 교육적 여건이 개선되지 않으면, 그 지역사회가 발전할 수 없다는 현실적 인식을 토대로 경기도청과 교육청이 상호 협력하여 최근 3년 동안 ‘경기도 교육지원사업’을 시행하고 있다.
이 연구는 관련자료의 분석과 교육지원대상 학교의 교사, 학생과 학부모를 대상으로 설문조사를 실시하고, 면담을 토대로 ‘경기도 교육지원사업의 취지와 목적, 실태, 성과와 문제점 등을 분석하였다. 동시에 교육행정과 일반행정 나아가 학교와 사회의 연계와 협력방안을 탐색하였다.
‘경기도교육지원사업’을 통하여 학교의 교육적 여건이 개선되고, 학생수가 증가하고 있다. 그러나 도청의 상당한 재정지원에도 불구하고, 여러 학교들의 교육적 여건이 크게 개선되지 않고 있으며, 아직까지 시.군청의 지역행정기관과 시민단체들이 교육지원사업의 원래의 목적과 내용 등을 깊이 있게 이해하지 못하고 있다. 교육지원사업을 통하여 학교와 지역사회가 상호 긴밀하게 협조와 연계체제를 구축하여 함께 발전할 수 있도록 하기 위해서는 경기도 조례제정을 통하여 교육지원사업을 제도화하고, 지역행정기관과 학교가 보다 긴밀하게 협조해야만 한다.

다국어 초록 (Multilingual Abstract)

Open Education in Korea has contributed to innovating school, especially elementary school. Before open education begins in Korea, many people say that schools in Korea are so many but every school is same. Every school taught the students with same textbooks and to memorize the contents of the textbooks. However, open education changed what to teach and how to teach the students.
Open education in Korea now confronts with the new challenge. This requires the school to cooperate with the community. The school in our society has had almost no relation with the community and isolated from it.
But our society is rapidly changing and innumerable new knowledge and information are made in a day. Teacher cannot teach the children with the knowledge and information what they learned in college of education 10 or 20 years ago because they are now unusable and incorrect. Our age require the school to cooperate with the community and invite the specialists in many fields.
This study is to annalize the case of Gyeonggi education cooperation which develop the school and community especially in rural area. General and educational administrations in Korea is severely divided and has no relation each other. However, general and educational administration is very closely related. Rural area is demolished if the school in the area is no good. The people do not want to live there if the school can not provide their children good education.
The governor of Gyeonggi-do realized to support the school in order for the rural area to develop because the people in the area cannot live if the school is not good. The project contributed to develop the school and the community. However many people worry that the support will be finished if the governor is changed because there is no obligation to support the school.
In this respect we try to make the law requiring the state to support the schools. Before that, the open education make an effort that the school and the community cooperate each other.
