협력적 거버넌스 구축에 관한 연구- 기무사 과천 이전사업을 사례로 - = Developing A Collaborative Governance System？Focusing on the Relocation Project of Defense Security Command

다국어 초록 (Multilingual Abstract)

Many urban planning projects have faced challenges from conflicts between the Central government and local governments that might be resulted from transferring planning authority to local governments since the launch of local autonomy. Our society may be necessary of alternative system to resolve public disputes. This paper pays attention to the relocation project of Defence Security Command (DSC) to Gwacheon City that successfully resolved the conflict by building a collaborative governance. This paper employs a research framework that is consisted of interaction among actors, leadership, and institutions. This paper divides the collaborative governance process of the DSC relocation project into the four phases along the development the conflict between the Central government and Gwancheon city.
