이 글은 표준 경쟁의 시각에서 미국과 일본, 그리고 미국과 중국이 벌인 패권 경쟁의 세계정치를 살펴보았다. 특히 이 글은 21세기 세계정치의 선도부문(leading sector)인 컴퓨터 산업과 인터넷 서비스 분야에서 벌어진 3차원 표준 경쟁에 주목했다. 이 글이 원용한 표준 경쟁의 개념은 민간 기업들이 시장에서 벌이는 기술표준 경쟁의 의미를 넘어선다. 국제정치학의 시각에서 본 표준 경쟁은 정책과 제도를 둘러싼 표준 경쟁을 포함할 뿐만 아니라 정보산업의 미래에 대한 기술비전이나 인터넷시대의 이념과 정체성과 관련된 좀 더 넓은 의미의 표준 경쟁이다. 이러한 시각에서 볼 때 1990년대 벌어진 미국과 일본의 표준 경쟁은 미국의 글로벌 스탠더드에 의해 독자표준을 위한 일본의 시도가 좌절되는 과정이었다. 마찬가지로 2000년대 들어 중국이 미국에 대해서 벌이고 있는 세계패권경쟁의 양상도 기술과 제도 및 이념의 표준을 놓고 벌이는 3차원 표준 경쟁으로 이해할 수 있다.

This paper examines the world politics of hegemony competition between the United States and Japan, and between the United States and China, from the perspective of standard competition. In particular, this paper pays attention to the three-dimensional standard competition in the fields of computer industry and Internet services as the leading sectors of the 21st century. The concept of standard competition, adopted in this paper, goes beyond the conventional understanding of the technical standard competition in economics and management studies. Considering from the perspective of international relations, the term ‘standard competition’ not only refers to the international competition for standards in government policies and industrial institutions, but also translates to a broader meaning that which includes the standard competition for the technological visions within industrial future, ideology concerning internet freedom, and within identities in transnational cyberspace. Based on these concepts of standard competition, this paper argues that Japan’s computer industry was frustrated by the so-called global standard power of U.S. computer software companies in the 1990s. By doing so, this paper suggests a way of understanding the rising hegemony competition between the United States and China in the 2000s from the perspective of the three-dimensional standard competition in technology, institution, and ideology.
