연륙도서 항구재생 사업 과정에서 협력적 계획 적용의 성과와 제안- 강화도 석포항을 중심으로 = Results and Proposals of Cooperation Plan Application in the Process of the Port Regeneration Project - Focusing on Seokpo Port in Ganghwa Island

국문 초록 (Abstract)

본 연구는 행정안전부의 특수상황지역개발사업이 추진된 도서지역 항구재생 사례를 중심으로, 갈등과 협력의 과정을분석하고 이를 통해 항구재생 사업의 성과와 한계를 진단하며, 연륙된 도서지역 항구재생 정책의 향후 방향을 제시하는 데 목적이 있다. 특히 교통 조건의 변화가 도서지역의 생활권 변화와 밀접하게 연관되어 있다는 선행 연구를 바탕으로, 항구 및 주변 지역의 변화를 사례연구 방식으로 접근하였다. 제도적 장치, 합의형성, 의사결정, 상호작용, 정보공유 등의 5가지 협력적 계획 요소가 반영된 프로그램을 진행하였고, 주민 인터뷰와 창업 관련 데이터를 분석한 결과, 주민 참여 기반의 계획 수립과 실행이 일정 수준의 긍정적 성과를 도출했음을 확인할 수 있었다. 특히, 주민의 경험과인식이 직접 반영된 정성평가와 결과와 창업 형태의 변화는 협력적 계획이 지역사회의 실질적 변화(갈등관리를 통한지역개발사업 추진)에 기여했음을 간접적으로 보여준다. 이러한 정성적·정량적 분석을 종합하면, 협력적 계획이 지역개발 사업의 타당성과 실행력 확보에 기여할 수 있는 유효한 접근 방식임을 일부 입증한 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine a case of port regeneration in an island region im plemented through the Special Regional Development Project by the Ministry of the Interior and Safety, with a focus on analyzing the dynamics of conflict and cooperation. Through this analysis, the study aims to assess the outcomes and limitations of the project and to propose future policy directions for port regeneration in bridged island areas. Building on prior studies that highlight the close link between changes in transportation infrastructure and transformations in island living environments, the research adopts a case study approach to investigate changes in both the port and its surrounding areas.
The project incorporated five core elements of collaborative planning—institutional mechanisms, consensus-building, decision-making, interaction, and information sharing. Through resident in terviews and analysis of startup activity, the study found that community-based planning and im plementation yielded measurable positive outcomes. In particular, qualitative findings derived from residents’ experiences and perceptions, alongside observed shifts in entrepreneurial activ ity, suggest that collaborative planning contributed to real change within the local community, particularly in managing conflict during the development process.
Taken together, these qualitative and quantitative findings demonstrate that collaborative plan ning can serve as an effective and valid approach for enhancing the legitimacy and practical im plementation of regional development initiatives.
