한국 지방자치단체 외국인 정책의 비판적 성찰 : ‘다문화 도시정책’의 제언 = Localizing Immigrant Integration Policy: An Reflection on Local Immigrant Policies in Korea

다국어 초록 (Multilingual Abstract)

As the rapid influx of immigrants since the mid 90's, Korea's immigrant policies have been developed at a remarkable pace. However, the policies were mostly initiated by the national governments, and the local governments in Korea largely remained passive and uninterested in providing integration policies. In view of the situation, this paper reviews the local government's integration policies with focus on the organizational development, the enactment of ordinance for supporting immigrants' lives, and the policy governance among the national government's agencies, local government and local civil groups. In conclusion, the paper calls for more active roles of the local government, particularly, major city governments, and suggest policy directions for future development of local immigrant policies in Korea.

국문 초록 (Abstract)

지난 10년 동안 한국의 외국인 정책은 급속히 발달하였다. 그러나 대부분의 정책 중앙정부 부처의 정책들로 지방자치단체는 상대적으로 소극적인 입장에 있다. 외국인 정책에 있어 중앙정부와 지방자치단체의 비대칭적 관심은 현재 외국인 정책의 효율성과 효과성을 떨어뜨리는 주된 원인으로 지목되고 있다. 본 연구는 현재 추진되고 있는 지방정부의 외국인 정책을 문제점을 전체적으로 점검하고 개선방안을 모색하는 것을 목표로 한다. 지방자치단체의 외국인 정책은 담당기구의 정비, 정책의 주요내용과 수준, 거주외국인 지원조례 제정 등을 고찰하였으며, 안산시와 부천시를 대상으로 정책 거버넌스를 분석하였다. 검토결과 지방자치단체의 외국인 정책이 매우 형식적이고 관료적인 성격을 가지고 있으며, 거버넌스는 구심적이 부족하고 분절화되어 있었음을 알 수 있었다. 이러한 검토를 기초로 본 연구는 향후 외국인 정책의 지방화를 위해 해야 할 과제들을 제시하였다.
