지역 의료시스템의 효율성과 효과성 측정 연구 = A Study on the Measurement of Efficiency and Effectiveness of Regional Healthcare Systems

다국어 초록 (Multilingual Abstract)

The sustainability of the healthcare system, the quality of healthcare services and universal access to services are being challenged by a number of factors, including unfair access to healthcare services, and uneven distribution of healthcare professionals and infrastructure across regions.
Against this background, developing an evaluation framework for regional healthcare systems and understanding performance indicators have become important for policy makers and researchers. However, evaluating and comparing the performance of the healthcare system is considered difficult to perform due to technical and political reasons, and a complete healthcare system performance evaluation and benchmarking model has not been developed.
Therefore, this study presents a bootstrap DEA model for measuring the performance indicators(; efficiency and effectiveness) of the healthcare system of 17 regions in Korea. The result identified; 1. regions with the most efficient health care system; 2. regions requiring improvement and reform; 3. confirmed that there was no trade-off between the performance indicators.
