외국의 지방의회 정책보좌기능에 관한 연구 = A Study on the Local Assembly Secretariat's Role in Developed Countries

Local council is a representative organizations for resident in the process of local politics. It has such role as making policy, examining the budget, intermediating the citizen's prtition and inspecting and controling the executive body of the local governments. It is certain that the success of the local autonomy system largely depend on the role of local council and the occupational speciality of the local council officer. However, Members fo local council in Korea are criticized for their limitation in analyzing and understanding of policies sumitted by the local government.
The purpose of this study is to fined the policy implication, for the improvement of the local assembly secretariat's role. In order to analyse the cause and factor that affect the role and function of local council office, this study is especially focused on the case of U. S. A and Japan.
The result of study we find the policy implication as following; they uses the personal staff, professional assistants, part-time professional advisor, advisory funation for the local councilmen, and the power to appoint the secretariat of local council's staff is owned the head of local council.
