USAID와 개발도상국의 민주적 거버넌스

국문 초록 (Abstract)

USAID를 중심으로 한 미국의 대외원조는 냉전시기 라틴 아메리카 개발도상국에서 사회주의 혁명운동을 억제하고 자국기업의 이익을 촉진하는 방향으로 수행되었다. 행정부의 소수 엘리트가 은밀하게 추진해 온 이 노선은 1980년대 레이건 행정부가 출범한 이후 지속적으로 개발도상국에서 시민사회와 자유민주주의, 시장경제를 촉진하는 다양한 프로그램들로 대체되었다. 또한 미국의 원조정책에서도 NGO와 기업 등 민간의 이니셔티브를 적극적으로 촉진하는 방향으로 전환하였다. 1990년대 이후 대외원조 정책의 중심이 되어 온 거버넌스 담론은 시민사회의 정책참여와 민주적 정치개혁, 법의 지배와 인권의 촉진 등 진보적인 정책을 옹호하고 있지만, 사실상 국가권력을 후퇴시키고 신자유주의 경제정책을 촉진하며 다수의 정책 참여를 배제하는 도구로 작동한다. 본 논문은 USAID를 중심으로한 미국의 거버넌스 모델의 제3세계에 대한 수출과 글로벌 헤게모니의 관계에 대해 성찰한다.

다국어 초록 (Multilingual Abstract)

The american foreign aid policy around USAID was proceeded in order to restrain socialist revolutionary movements in Latin America and to promote economic interests of american firms. This direction controled by small number of administrative elites has been replaced by divers programs promoting civil society, private markets, liberal democracy since the inauguration of Reagan administration. Becoming central issue of american foreign aid policy since 1990s, the governance discours and policies depend apparently such a progressive policies as civil participation in the political process, democratic reforms, rules of law, and human rights. But they retreat public power, promote neoliberal economic policies, and exclude many civil actors from political process. This article reflects on the american exportation of governance model to the developing world by USAID and on the relations between governance and global hegemony.
